A cake pop is mostly coating and packaging. The cake inside, half a box of mix with eggs, oil, and frosting to bind it, costs $1.80 for all 24. The candy melts that coat the outside cost $3.96, 48% of everything, and the sticks, treat bags, and ties add another $1.92. The cake is the cheapest major part of a cake pop; the customer is paying for the shell and the finish.
Which is why the food cost is the easy part of pricing cake pops. At 35 cents of ingredients and $3 a pop the food cost is 11.7%, among the lowest of any dish on this site. What it hides is time: baking, crumbing, rolling, chilling, dipping, drying, and bagging two dozen pops takes hours, and a custom order with colors, drizzles, or faces takes longer still. Bakers who price cake pops off their ingredients undercharge for the most labor-heavy thing they sell.
Volume is the lever that works. Rolling and dipping are per pop, but baking the cake, melting the coating, and setting up are per batch, so 48 pops from a full box of mix take well under twice the time of 24. That is why cake pop sellers commonly set a minimum order of one or two dozen and give per-pop discounts on bigger orders, never on smaller ones.
